Project Activities

Objective 2 of the Productive Partnerships in Agriculture Project (PPAP) intends to foster the integration of a greater number of smallholder producers in performing and remunerative value-chains, by developing and implementing public private alliances that provide smallholder farmers with knowledge in cocoa management, as well as access to markets and services that secure higher prices for their produce.

The PPAP has developed a model approach that facilitates the realisation of the 3 project objectives. Our partners for objective 2 are building productive partnerships in the cocoa producing provinces, through a competitive grants scheme.

There have been 3 Calls for Proposals:

  • Call 1 commenced in the Islands Region in January 2012
  • Call 2 commenced in the Islands Region in September 2012
  • Call 3 commenced in the Momase Region in August 2014
  • Up-scaling of Calls 1 and 2 commenced in the Islands Region in November 2015

Call One

Location of selected partnerships in the Autonomous Region of Bougainville (Calls 1 and 2)

Call 1 was undertaken in the Autonomous Region of Bougainville and East New Britain Province (which traditionally export 70 percent of PNG cocoa) in 2 phases:

  • Phase 1 invited applicants to submit a brief Proposal describing proposed partnership arrangements, activities and anticipated outcomes (with reference to the Call 1 Guidelines for Phase 1).
  • Phase 2 invited partnerships that met the qualifying criteria in Phase I to submit detailed Implementation and Business Plans (with reference to the Call 1 Guidelines for Phase 2).

Proposal screening and ranking was undertaken by the Industry Coordinating Committee with specialist inputs from Technical Advisory Committees.

The following partnerships were successful:

  • Buin Cocoa Rice Joint Venture Project
  • Tinputz Cocoa Rice Joint Venture Project
  • Central Inland Baining Cocoa Rehabilitation Project
  • Trans Kereba Extended Cocoa Rehabilitation, Extension and Training in ENB Project
  • Ilugi Cocoa Rehabilitation, Extension and Training in ENB Project

Call Two

Location of selected partnerships in East New Britain Province (Calls 1 and 2)

Call 2 was undertaken in the Autonomous Region of Bougainville and East New Britain Province in 2 phases:

  • Phase 1 invited applicants to submit a brief Proposal de scribing proposed partnership arrangements,  activities and anticipated outcomes (with reference to the Call 2 Guidelines for Phase 1).
  • Phase 2 invited partnerships that met the qualifying criteria in Phase I to submit detailed Implementation and Business Plans (with reference to the Call 2 Guidelines for Phase 2).

Proposal screening and ranking was undertaken by the Industry Coordinating Committee with specialist inputs from Technical Advisory Committees.

The following partnerships were successful:

  • Vudal Vunapalading Cocoa Rehabilitation Project
  • Productive Partnership amongst NGIP-Agmark and Smallholder Farmer Groups in ENB Province
  • Growers-Warangoi-Tagitagi Partnership: Smallholder Cocoa Rehabilitation Project
  • Gazelle District WYIA Cooperative Society Cocoa Integrated Farming Systems Development Project
  • Monpi Konnou Cocoa and Rice Joint Venture
  • Turguvai Cocoa Project, ENB Province

Call Three

Location of selected partnerships in East Sepik, West Sepik, Madang and Morobe Provinces (Call 3)

Call 3 was undertaken in the East Sepik, West Sepik, Madang and Morobe Provinces in 2 phases:

  • Phase 1 invited applicants to submit a brief Proposal describing proposed partnership arrangements, activities and anticipated outcomes (with reference to the Call 3 Guidelines for Phase 1).
  • Phase 2 invited partnerships that met the qualifying criteria in Phase I to submit detailed Implementation and Business Plans (with reference to the Call 3 Guidelines for Phase 2).

Proposal screening and ranking was undertaken by the Industry Coordinating Committee with specialist inputs from Technical Advisory Committees.

  • Transgogol Cocoa Development Project
  • Korobaka Smallholder Farmers

  • Sepik Support for Smallholders Project
  • Maprik Inland Cocoa Quality Management and Rehabilitation Project
  • Maprik District Value Chain Improvement Project

Up-scaling Calls 1 and 2

Up-scaling of Calls 1 and 2 was undertaken in the Autonomous Region of Bougainville and East New Britain Province:

  • Up-scaling invited Lead Partner entities that have demonstrated success in working with smallholders in Calls 1 and 2 to submit detailed Implementation and Business Plans for improving their cocoa-based farming systems (with reference to the Guidelines for Up-scaling).

Proposal screening and ranking was undertaken by the Industry Coordinating Committee with specialist inputs from Technical Advisory Committees.
